[2021] [Connectivity/Multiplayer]Error 3-0x0001000B

After a few days ago I can no longer connect to Rainbow 6 Siege Servers. what is going on? I forwarded the ports listed on my router, I verified my game files, I even uninstalled and reinstalled the game. I uninstalled the latest windows optional update (which has been the most major thing I've done to my computer recently) the game ONLY connects if I use a VPN. I am at a loss. idk what to do for it anymore. I think it may have something to do with my current IP address, since it rotates occasionally.
