This problem has been following me for about 7 months now. My data center would say 60ms but whenever i get into a game, i get 180-190ms. Also 60ms games are super rare.
Also the game makes me get into different servers when i launch the game. Like a random server selection. My main server is East Asia and sometimes i get into Australian servers or even US servers and i keep restarting the game til' i get East Asia and after finally getting East Asia, i get 180ms ping in match.

But recently after the latest patch on PS4, this problem was fixed..for 2 days. I would get 60 ms all game and i wouldn't get into some other servers when i launch the game. These 2 days were my golden age tbh. I ranked up so easily and it was satisfying. But today i noticed that i got into different server when i launched the game and i was annoyed by it. Then i kept restarting the game til' i got East Asia server then i hopped into a match and i got 180ms again..

I believe this happens a lot to people. I once got into a match with randoms and they were all experiencing my problem too. Like for example someone who plays the game normally on 9ms but when the problem triggers, he would play on 120-130ms.

This is from VarsityGaming. He's playing on Test Servers and take a look at the "Display Game Info" bar. He gets into a game and it says 130-140ms then it gets back to his normal ping while he chooses the operator and when he actually spawns in the match it goes up to 130-140ms. This is exactly the same thing that's happening to me

Hello there, Primal_Equinox! I'm very sorry to hear that you've been having this problem with Rainbow Six Siege. I'm sure that having high ping and connecting to the wrong datacenter can be incredibly exhausting, and I do apologize for the inconvenience you've experienced. Moving forward, I would first suggest rebuilding your PS4 database -- you can find those steps here. That process is similar to a computer disk defragmenter and will not affect your save data. I would like to see if that makes any differences! Then, I'd advise completing our connectivity troubleshooting guide in full. Doing so will ensure that your connection to the game's online services is completely optimized and is not being interrupted. Ultimately, this should help to get you on the correct datacenter with normal ping.

However, if none of these suggestions help, please contact our team at support.ubi.com. Be sure to let them know everything you have tried on your own to get this resolved. Thank you!
