I thought Ubi would speak more than 20 seconds during the Y7S1 reveal about their anti-cheating measures, but speaking (again) about locking accounts to a phone number is all we're getting. All I want to say about that is that I hope it's not easy to spoof.
Now, here is my suggestion: IMPLEMENT AN OVERWATCH SYSTEM LIKE CSGO HAS/HAD AVAILABLE TO SELECTED COMMUNITY MEMBERS
Reasoning: The match-replay system is available, and although it's not perfect, it helps identify/confirm blatant and most of the closet cheaters. Imagine well-respected content creators dedicating an hour or more each day reviewing footage from flagged players. Anti-cheat Joe (Ubi's employee designated to deal with cheaters) would greatly appreciate something like this. They could even incentivize them like they're doing for those helping with R6 Fix.
I don't know anything about gaming developing, but I imagine it is very possible to do this, and I don't think there can be negative aspect to this.
