After having a closer look at the specs you've provided, it seems that both your processor and graphics card are under minimum system requirements, which means that this is very likely to be the reason why you're unable to load the game, however regardless, in order to see whether there's a possibility to play it somehow, I'd suggest to try the following:

1. You are able to launch the game in DX or Vulkan API, so if it doesn't work with one, you may try using another one, just to see if problem remains. In the game folder, you will be able to locate both launcher applications in case if you're unsure where to find it
2. Additionally, try completing steps outlined in the following article, which will eliminate majority of the technical related issues like this one
