[2022] Custom Fps limit not working anymore ?

The fps limiter is not working as it used to be. Before you could set a custom frame rate in you setting files. It is now in game only. Is it possible to get a custom fps limit ? 

I hope i'll make sense... My issue is that i used to cap it around 142 fps but sometimes it goes up by one or two frame the limit. I have g-sync and when it goes up to 145 then g-sync is not working anymore. Back when it was capped at 142 it could go to 143 or 144 without any issues. Now every now and then g-sync is disable for a few seconds and i get screen tearing. I could use v-sync but i don't want the latency. 

So if there any way to set a specific limit i'd love to know.
