[2022] Amaru's janky Garra Hook

Issue title: Amaru's Garra Hook ability visual bug

Description: Enemy player broke in through the window, thanks to the character's ability, Garra Hook, as one would, but what followed after was wholly unexpected: The window broke only after they were already in. The enemy player spontaneously popped in to the room - without a character animation of the sort - and mysteriously slid forward for a brief moment, as if being pushed by a unseen force, ultimately popping my dome shortly after - again, without proper animation (The player simply stayed still, looking forward, somehow tearing me apart in a couple of shots, as my own bullets phased through.). It's difficult to explain, but that's about it. Possible net-code/connectivity issue or a downright busted bug.

Have you been able to reproduce this issue more than once in-game by following the same steps?

Before I report this to our Siege team, do you happen to have any match replay clip you can send us of this happening in-game?

If you are using a Windows 10/11 PC, you should be able to record a clip using the free Xbox Gamebar overlay that may be already installed on your PC >
- Launch the game
- Make sure the game is visible on your screen before pressing any keys
- Press the Windows key and G key, then select the 'Start Recording' dot button to record a clip
- Upload your new video clip to a website such as Youtube/Imgur/Twitter and post the URL link to the video in the thread, so we can view this.
