[2020] New players never join my parties game

Is it a setting somewhere or is it because we are in a party chat?

I understand the reason people leave is more than likely that we are in a party chat and they have no comms, but we just can't work out why nobody joins us?

I've even seen it where we lost 2 so was down 3v5 for a round.
A player left their team so 3v4 but before the round started someone joined their team so back to 3v5.
What's that about?
