The mid season patch is coming out soon, and the patch notes didn't say that tachanka is going to be included, so is he coming in this patch? if not, is he still scheduled to come out this season? and why does ps4 get it earlier than Xbox, from what i can tell this is the first time the console updates haven't released together, and Xbox gets it a week later?

The Tachanka rework is currently available on the PTS, however we don't have a current date as to when it's expected to become available in the Live Server, however you can read in the latest Designer Notes, that minor live changes have been made in preparation for the Rework, suggesting it is expected to still come soon.
I wouldn't be able to say exactly why Xbox is a week later than PC & PS4 as there can be varying factors at play such as; Patch Size, Expected Downtime for Maintenance, any further additional updates required that are yet to be confirmed.
