I tested training ground solo on high and ultra on same map and benchmark with afterburner. Got almost the same fps 246 avg on ultra and 248 on high. Can I get more fps on high or this is normal?

Have you tried testing your game in Vulkan API? For more information about it, have a look here. Some players suggested that they were able to achieve better performance, so it may be something to look into, if you haven't already. To add, we do have dedicated article that is to address any performance related issues and hopefully help to improve yours even more.
