I live in Ukraine.
The last couple of weeks, there has been an acute problem with the gameplay of Rainbow Six: Siege itself, namely: the ping reaches 1020 ms in the session, which is in no way acceptable for such a game. Usually the ping should be in the order of 30-70. Sometimes the ping "drops" and stays in the region of 500-800, which is also too much. There are no problems connecting to Uplay servers. There are no problems with access to the Internet, as well as no problems with the speed and availability of other resources. In the next room, on another computer on another computer with a different account, the same game runs with a ping of about 50. In the menu, I have a ping around 40. I tried to "forcefully" change the server, as advised in the help section for this game - not helped.
