tried turning off smt, turning off c states, setting rainbows affinity, changing priority, switching all amd graphics options to application controlled or off, vsync off, frame limiter off, disabled pbo and run processor at stock, reinstalled drivers for the 5700xt with ddu, switched gpu connection type to pcie gen 3 instead of auto, disabled hpet, disabled platform clock,disabled fullscreen optimizations, switched power plan, updated chipset drivers, updated bios, reapplied thermal paste to gpu and cpu(gpu hotspot never goes above 50c in game, cpu never goes beyond 45c), reseated ram, reseated graphics card, put the game on an ssd, run all usb 2 devices in usb 2 slots as opposed to usb 3, disabled in game overlay(steam and uplay), disabled all overclocks or tuning, disabled any kind of fps limiter, dont really know what to do at this point

I'm sorry to hear that none of the troubleshooting you've attempted so far has resulted in any difference in performance. Can I ask you to first of all attempt running the game after a clean boot?
