Ive tried doing "-fullscreen" in properties in Steam, tried going into the ini folder and changing windowmode to 0 even though it was already on 0, tried changing it in game as well, nothings working

I'm sorry that you're unable to get the game to go full-screen mode. Very strange! Hopefully, we can get this figured out. If those steps don't help, please provide a screenshot of your in-game settings so that I can take a closer look into what might be going on here.
