[2022] Low gpu usage

I have upgraded from 2060 and 10400f to a 3070 ti and 11600k cpu but my frame rates are not higher and i have low gpu usage it only use 50 60 % of my gpu and 70% of my cpu but its only in siege is like that
And it got 1ms freeze time sometimes playing . I played ac valhalla and other games and it was fine on other games
Its only in siege and siege is my main game can you please help me ?
