[2020] The game wont start

When i start the game from steam, it says "Running". But then about 5 seconds later the play button goes back to saying "Start"

This has been going on for a week or so, i tried installing new graphics drivers, and even reinstalling the game as a whole, but neither one solved the issue.
my friend can play just fine because he bought it with ubisoft

I've seen others with the same issue and they're on steam as well.
im not sure if its a problem on my end or if steam needs to get its crap together.

any more possible solutions would be nice!
