Hey @teatohpao thank you for your post and welcome to the forums.
The Recruit operator is available in all game modes except Ranked and Unranked. I believe in order for players to use Recruit in Ranked, they must not have purchased any other operators and leveled up to Ranked level by using only the Recruit character.
