Sorry to hear you're encountering this error when trying to connect.
I can see you have already tried some troubleshooting steps, thank you for sharing those 
If possible, could you provide us with a screenshot of when this occurs for you in game?
I would suggest you try the additional steps from this connectivity article and possibly even from our general technical troubleshooting article, to see if this helps at all.
Please also make sure that the Ubisoft Connect launcher and the game itself are installed on the same, preferably C, hard drive and that they possess the required admin rights.
