In most cases, this suggests a connectivity issue. We've got a support article for this 2-0x00019008 error code, which in turn recommends running through the connectivity guide. In particular from the guide, in this case, please make sure you're running the launcher and game with administrator rights, you've reset your network hardware, you're on a wired connection, and you've checked for conflicting programs such as firewalls, VPNs, or downloader programs.
If it still happens, please then go on to contact your ISP and ask for their assistance in setting up UPnP and forwarding ports (also mentioned in the the connectivity guide).
