[2020] Servers not giving us a full team of 5?

Heck I been seeing teams stuck with only 4 players on casual. 5th player never enters the game. This happened twice within a week. Once for my team then once for enemy team yesterday. Bit odd the servers can't find a extra player to fit in? I'm not talking players leaving before character votes either. I'm talking legit 4 players only the server gives us. I think this is getting out of hand. It's like the game wants us to lose. Yeah it's casual but still.
