Can I ask you to check your active downloads to ensure the game isn't still downloading? Please also ensure that you have plenty of spare space free after downloading the game, if not please make some more. Please also try rebuilding database on your PS4.
If this doesn't work then I would recommend a fresh installation, this message means one of two things that the game is still downloading or something hasn't downloaded or installed correctly.
