There was an issue with the challenge that is missing. A restart should replace the challenge with a new one!

Hey! This should be fixed now. Go ahead and restart the game and you should find the decal in your inventory

There are 2 solutions offered in that article, the first half walks you through the acceptance of the EULA, Terms of Use, and Privacy Policy, while the second half guides you through the process of clearing save data. The latter might help resolve your issue if you have not already tried that method.
