The beta it is referring to was the new log in program jagex was testing over Christmas but that beta is closed but it will probably be something that people with multiple account. It was a nice little launcher. If I had a better PC I'd probably be using it still. But I find mobile less laggy then my PC so I chose to stay on mobile. But that beta was closed I believe back in February or early March
Edit: these scammer phishing like using old or semi dead promotion to trigurr people to use them but most of us are smart to know better these day.

The Jagex Launcher and Jagex accounts are two separate products.
The Jagex Launcher is in Open Beta, available to all players since early 2022 and can be used by those with RuneScape accounts to play the RuneScape and Old School official clients, as well as Runelite.

Jagex accounts are in Closed Beta - and we continue to invite more users every week. In fact, I've just invited more players 20 minutes ago.

Its been quickly pointed out that this is a phishing email, as I keep repeating on Twitter when making more players eligible, the easiest and safest way to check if your account is eligible for Jagex accounts is to go to www.runescape.com/account_settings and look for the Upgrade button.
As always our Support Center has some great guides and self help information on Phishing
(and since I hadn't refreshed the page at the time...) like /u/JagexAyiza says, for all RuneScape branded communication your display name will be right at the top, for all Jagex branded communication your Jagex display name.
I'll manually go to the site, login, and see what notifications I have. If there's nothing there, I do nothing.
You don't even need to check your messages, if you have the upgrade button you are in.
We also are not sending inbox messages at this stage due to hitting 50% of all accounts being eligible.
