An AI empire might decide to declare war on an empire that is bordering them, but does not have intel on a star. This will have the following consequences:

2. AI Empire will not send their science vessel into enemy territory (Programmed to do so)


This empire is now in a stalemate. Based on programming and several variables (i.e. no free envoys to set up a spy network to get intel), it may never, ever, look into the fog.

Usually, this is resolved "passively"; assuming an AI empire can make friends or be part of a galactic community (raises intel level). So this leads to, not too uncommon actually, AI empires without diplomacy (Fanatic purifier types), never becoming a threat.

A pity really, but I don't want to be forced to go Paradox' platform just to report bugs.



What you can do is take control of said empire (debugtooltip -> play #) and force their science vessels into the bordering system. But this means that you have to be aware of the issue, which you might not be depending on your own fog of war. Oh and that of course doesn't work for you ironman players. 0 achievements for liiiife.

There are some military AI improvements that are planned to be included for 3.4. (No promises!). However a save that reliably demonstrates this issue, would help get this addressed.
