Hello, I have already completed the main and dlc storylines, but all that time Senait Ezera (Dark Zone Officer) hasn't showed up in my Settlement even after giving me the notification that I should be able to recruit her. I haven't seen anybody else with this issue.
Thanks, any advice on how to fix this would be appreciated.

I see Senait Ezera in a different location in this video to where you are checking in the image.

Just to clarify things a bit more, have you completed a mission called "American History Museum?" If so, did you do that using matchmaking or did you run it solo?
If you completed that mission in multiplayer, can you try completing it solo, to see if she appears for you afterwards?
