As mentioned in the rules here.

"“Naming and shaming” suspected cheaters is also considered trolling given that it is rarely possible to prove guilt and only causes arguments. If you believe you have a strong case against a suspected cheater please contact the server operator (on PC), report it to the Ubi tech support team. or for console games, to the report a player page for the relevant console network (PSN or XBL)"

We obviously do not wish to deter you from reaching out to us with your reports as all information we receive from players is helpful to us - however we do prefer to keep reports private not only for the reasons stated previously but to ensure the privacy of both yourself as the reporter, and the player reported.
