[2022] Artificer and Expertise levels seems to be bugged

So appling Expertise to the Artificer says that each level will increase "Tech Efficiency" by 1%. First problem is that there is no Tech Efficiency for the Artificer, there is Charge Efficiency, so its not clear what Tech Efficiency actually is.

Second issue, testing with a level two skill Artificer with no Expertise level applied and another players Artificer, still level two skill but with Expertise level 2. Mods on the artificer are the same, no other buffs or mods affected the Artificer.

The only change between the two Artificers is the "Buff Amount". At skill level 2, the Buff Amount is 30%, with Expertise level 2 Artificer, the Buff Amount is 30.2%. Nothing else changes in the stats. Now each Expertise level provides a 1% increase in Tech Efficiency, but it seems to be that the actual buff is .01% based on what is shown in the stats field.

Either the buff amounts are way off or there is a bug in the stats display. Please clarify.
