I've been trying for two weeks to get this objective completed. Either no one is there or there is a hostage situation going on. I'll sometimes get to try two or three times in a day. Still nothing. I've seen pictures of where to stand. Videos of where to wait. I have tried those. Still nothing.
It's getting a little ridiculous. I've seen others get it to trigger two hours after noon. What is going on?
