Do I need to delete one of my existing characters in order to access all of the new items that have been released in the newest PTS? If yes, will I be at level 40 with everything unlocked, missions, etc? Really have zero interest in grinding all over again just to do the PTS. I don't recall this ever being a thing in the past.

It may have actually been required if you had 4 characters active already, but we can try to recover the character for you if you want.
