Not sure if this is intended or not but
If I clear the initial NPCs around a broadcast point - usually because I do not want enemies at my back for some other reason (control point, etc) - and then come back to activate the console after doing whatever task I had intended, of the 4 NPCs which spawn, NONE of them has an access key. The broadcast task is then useless as it is the point of 'authorise to continue' without an access key.
Can anyone clarify if this is a designed thing or just an unintended bug?
