I've read your report, and I'm sorry to hear that an Issue with the Memento backpack is impacting your gameplay experience in The Division 2 !

As my counterpart MrM said, this is something we will need to see a video of in order for us to get it reported up properly.
Since you are on PC, you should be able to use the Xbox Game toolbar to record the video, then upload it to YouTube and provide me with a link to it in this thread.
Once we have a better idea of the issues you're talking about, we can get this reported up.
