I've got this issue in 2022 why has it not been fixed, enemy doesn't drop it after many attempts and the cabinet is glitched as it is already permanent open when I get to it so I can't open it to get a key

Thank you for reaching out about the Civic Centre cache bug. This is indeed a known issue and it does normally show in the box. However thank you for the image, this clearly shows that it is not appearing for you.
Have you tried getting the cache in a co-op session? Sometimes this triggers this content to show up.

Regarding the Civic Centre SHD Cache issue, I understand that players should not be forced to co-op to fix the problem.
