I have a problem where I can't open the locked rooms in the underground south of the Animal Shelter safe house in Civic Center.
I can shoot the yellow control box through the door glass, but then the door won't open (which ultimately triggers the spawn of a heavy with a 'utility storage key' that unlocks the second room containing the SHD Tech cache).
I believe it's because I originally found & opened the rooms BEFORE I'd unlocked the safe house (& before the SHD Tech cache location had spawned).
Driving me mad - please help!
