When the Ninja Bike Bag is activated, the chest talent HeadHunter on Airaldi and Perfect HeadHunter on Walker do not activate in either the shooting range or open world. Occasionally, it will show to be activated with first shot out of combat then all subsequent shots are normal.

This sounds similar to an issue that was reported about the NinjaBike Backpack here: (https://trello.com/c/FFpaNGRl/70-gear-wearing-the-ninjabike-messenger-exotic-backpack-may-cause-the-previously-equipped-brand-set-bonuses-to-remain-active-after). Would you mind trying the following workaround: Switching to and from another loadout resets the 1st bonus that was stuck and enables all bonuses.
