Occasionally the Black Tusk mini tank is partially unaffected by emp blasts. The tank will not move but it will continue to fire which it is not meant to do. The only mission I have had this happen is Tidal Basin on legendary difficulty and it has happened multiple times but I am not sure if it is exclusive to this mission.
