I have been getting this bug for some time now, it has been documented once before in another thread, but I finally decided to fully document it myself. I have had this bug now for about a month (approximate) and it is very distracting.
The foliage flashes a greyish colour on and off, very quickly and it occurred to me that it is the same effect as what a lightning storm causes on the ground. However, these flashes are happening without a storm being present, so it is either a bug with the syncing of storms and the grounds flash effect from the lightning flashes, or it's a bug with the game thinking there is a storm present or not. Of course I could be completely wrong in all of my assumptions, but thought I would share my observations anyway. It happens mostly in New York but sometimes in certain areas of Washington too.
