Could you please clarify your issue a bit more for me? From what I understand, you are trying to locate Luna as part of Manhunt. You need one control point in each of the three areas, but after restarting and completing the control points again, they don't count towards her investigation. Is this correct? Have you been able to complete the other requirements successfully?
Would you be able to send us an image or a link to a video that shows you have the two control points, but that they aren't contributing to unlocking the requirement for you? This will help us to investigate further.
