The Heartbreaker Kneepads still don't show a dye or appearance slot. If you click you can set the dyes but they don't appear on the kneepads.

It is still under investigation, we have not forgotten! That being said, can you grab a full-screen screenshot of what your cosmetics menu looks like when you select the Heartbreaker Kneepads?
