I've noticed this bug twice since I started playing Warlords of New York, and everytime with the same vendor right beside the cache at the settlement.
I go talk to him, I buy some items, I do not mod or equip them, then I exit the vendor screen.
The money has been removed from my account, but the items are nowhere to be found!
The first time, I had bought 2 items at once (2 armor items), and the second time, only 1 item (1 AR).
Has anybody else had this issue?
I've had this issue before and after TU11.
I've also tried searching the forum but could not find a similar issue.
