[2020] Cannot gift legacy keys during apparel events

This bug has existed since the first apparel event. I've gifted keys every week to clan mates and during apparel events the UI for gifting legacy apparel cache keys disappears.

I reported this in Ubisoft Support Ticket 12414559 on August 6th, but the issue still exists. This defect is simple to reproduce and is basically leaving money on the table.
