Looking at some big reports I see there was a bug with this weapon a year ago and it is still bugged. It seems to happen when it gets to an even number of bullets left. I’ve had it happen at 700 & 900 so far. Also it seemed to start happening when I finally got the memento backpack to drop and equipped it today. Sometimes restocking ammo fixes the issue and sometimes it does not.

An image of your equipped gear
Do you have a stable internet connection or do you have frequent lags or disconnects?
How often does this issue happen?

We had thought this issue had been resolved, so I will reopen our investigation and let our QA team it is still occurring in the game.
The workaround you shared of restocking the ammo was something that players did share with us when this was originally reported.
