[2020] [Bug/Glitch]Crusader Shield

Hi,

Once the crusader shield is assigned to a slot, I cannot change it to another skill. I get a message whereby the skill is in use or on cooldown while I am not in combat, the skill isn't used or on cooldown. I tried to change it while in Safe Houses, at the White House, outside the White House, in the open world - to no avail. I tried changing the specialisation and it didn't work.
