[2019] special ammunition

Hi, I'm having a problem of not being able to get special ammunition for the characteristic weapon after it's fully full. Although I use the ammunition I already own, I can not get the one lying on the ground, even if the weapon is empty.
My platform is PlayStation 4, someone else is having this problem?

Which Specialization(s) is this occurring on? I've seen a few reports of it happening with Gunner and Demolitionist but if there are others that is important to know.
