I haven't played in a few months, but when I started the game up again a few days ago I noticed that when I am in any underground or dimly lit area the cobwebs and character's eyes glow white.
There was also an instance in a cave that had shallow water throughout in which the water glowed so brightly I couldn't see anything at all unless I looked straight up.
The link below is a screenshot of the webs and eyes. Unfortunately I did not get a screenshot of the water.

Does this happen during gameplay or cut scenes? Can you provide a video as an example. Do you also have the latest game update installed?
