[2020] [Issue] Pause menu doesn't show with interface hidden, can break the game

ISSUE
When pressing the hide "Show/Hide Interface" button then pressing the pause button (ESC or Start on controllers), the pause menu isn't visible.

CONSEQUENCES

• This can cause confusion, especially since the pause menu is still registering input. For example, starting a solo training race, hiding the interface, pressing Pause, pressing the "down" key then "enter" will switch to next race.
• The game can get stuck: after playing a solo race with hidden interface, when getting to the automatic post-race replay, if the pause button is pressed, instead of exiting the replay, the game gets frozen, as if the pause menu was entered: pressing the pause button, enter, or Show/Hide Interface button doesn't unfreeze the game. The top bar is still accessible with the mouse, but ultimately, a restart of the game is needed to regain control.

POSSIBLE FIX
Making the pause menu visible would help reduce confusion for new players and make the game easier to use for experienced players. The "Save replay" pop-up for example shows up even if the interface is hidden.

MINOR LINKED ISSUES
When I press the Show/Hide Interface button, the interface gets hidden. But if I press it again, the interface stays hiden, until I press the button a second time. This happen both on keyboard and controller.
