When viewing the default USA skin from the right, the flag is shown with the field of stars on the left-hand side, which is correct for 99% of cases. However, it is improper when you have it on the right side of a vehicle or uniform. In such cases, the field of stars are supposed to be on the right-hand side.

It is, but the reason is that the field of stars (sometimes called the "union") should always be in the highest position of honor. On a vehicle that moves, that would be closest to the front, as shown in the photo above.
