[2022] Mods and skins not loading (possibly since last update)

I'm a relatively new player so I'm not 100% sure I'm using all the right terms, but none of the customized textures in my favorite tracks are loading. Some scenery is there, but none of the custom textures to cover up default road textures. All the roads look mismatched to the scene, in these tracks. The environments are missing, too, like most of the tracks I have with nighttime settings currently have a default daytime lighting.

I uninstalled some OpenPlanet plug-ins I thought could be responsible (Better loading screen, skidmark manager), I cleared my game cache, checked my settings, restarted multiple times... nothing. This really ruins the look of a number of great tracks and IDK what to do.

It's possible this started around the time of the last update and I only noticed now, since I have largely been playing the season and fewer user-made tracks for the past 10+ days. (Actually, I was also grinding a track where this was not applicable.)

Any ideas would be super appreciated since right now I can't stand to look at some of my favorite tracks in the game.
