[2023] Club access is required to access campaign in offline mode

Club access screen appears when you try to open campaign map in offline mode
Steps to reproduce:
1) Open game in offline mode
2) Open campaign map
3) Exit to main menu
4) Try opening campaign map again
Step 4 results in club access screen

Opening training maps works completely fine

PS: Not opening the game in offline mode will not be a solution
