Using the same account both for the PC version (logged in with PlayStation account) and on the console did not caused the console version to synchronize the Trackmania user account, medals or any progress. Is it normal (for a cross-platform game)?

Just to officially back up @AH-HA-HA-PEKO's post as they've beaten us to it here - this is correct, cross-progression isn't currently supported between consoles and PC.
