We dug into this and all seems to be working as intended after the last patch.
I think I know where the confusion here is, though! Gravity Well does a damage burst at the end of the duration, and the perk makes it so that you also trigger a burst of damage near you when the effect ends. In this case, the damage is coming from two different sources!

We’re investigating the root cause, but we have a workaround for the time being! When you are activating target lock, do so by using a targeting heal ability (instead of your middle mouse wheel or hotkeys). If target lock is disabled (or not showing correctly), simply reactivate it with a heal ability for the range highlight to work accurately again.
Did this happen after today’s patch or before? And were you at least provided a respawn window without any options or no window at all?

You should still be able to use Area chat. 72 hours after you’ve started playing (not in-game hours), you should be able to chat freely!
