Nope :) We don't have any defensive nerfs planned for 3.17 at this point, other than the two mentioned under the 'Unique Item' section of the balance manifesto.

We've made a lot of progress on implementing this and it was fairly close to making it in for 3.17. However, it's not going to be ready in time. To summarise: it's definitely coming, don't have a date just yet but it's not too far off.

I'm happy to announce there will be announcements. We should be able to confirm the release date this week.
what about the scourge currency? could it be added to the core pool drop? maybe just from vaal side areas or specific "scourge" chests from other leagues content or something similar to that?
The currency has a better chance of coming back on its own than the other elements of the league do.
What are the chances of it being a Zana mod? Or does that not seem feasible given how it works?
It's not feasible without a fair amount of work. Maybe one day but no plans for this currently.
You are correct. The change made in 3.16 was so that anything that can have negative resistance now has a cap. The patch note was a bit too vague about this. We will get it updated to reflect this.
