the real question for the ages is why do you need to even give div cards to an npc. ggg please. let me vendor full stacks for the result. just make it hidden or something for the random ones, like the 5>1 unique prophecy.
also, "You’re unable to help a bandit, or change the skill points to another reward via the vendor recipe.". wonder if the vendor recipe works before you have the quest in normal campaign. if it does, makes you wonder why they bothered to disable it

It hasn't been disabled. The vendor recipe you would use to make it will still work but the actual book itself doesn't. This is similar to what happens when you try to use the book on a character that hasn't yet completed the bandit quest - in this case, it's impossible to complete those quests so the above scenario comes into play by default.
